Depending on your SUV it sure can. The trailer weighs 2667 lbs EMPTY. Whatever you load into your vehicle or trailer will reduce your vehicles towing capabilities. So if your vehicle is capable of towing 5,000 lbs, once you load up 500 lbs of luggage or camping gears you can now only tow 4500. If you plan on using the trailer without hookups than you need to factor the weight of the tanks that will be full as well.
